A Proposal With Far-Reaching Consequences

Initiative Petition 28 (IP 28) asks Oregon voters to significantly redefine animal abuse laws by removing longstanding exemptions that currently allow lawful activities such as animal agriculture, hunting, fishing, veterinary care, breeding practices, and wildlife management.

While often described as a hunting and fishing measure, the proposal reaches far beyond outdoor recreation. Opponents argue that IP 28 could affect livestock and equine operations, veterinary medicine, food production, conservation efforts, pest and predator control, and many aspects of Oregon's agricultural economy.

One of the most controversial provisions would redefine "sexual assault" in a way that opponents say could apply to routine animal breeding practices, including artificial insemination and other commonly accepted husbandry methods used in agriculture and animal care.

Critics of IP 28 warn that the measure could have significant consequences for Oregon's farms, ranches, food supply, rural communities, local businesses, and outdoor traditions.
